Cards are issued via the Card Issuing Network API and tracked in Universal Ledger. PANs and CVVs are not stored — only the card token, balance, and status. Each authorization fires a real-time webhook to /api/jit-funding-webhook, which returns APPROVED or DECLINED in <100ms.
